Senate Bills - February 7, 2025
S.305 (Sens. Climer, Goldfinch, Leber and Fernandez) — Adds a section to stipulate that only voters registered as affiliated with a certified political party or as unaffiliated for a specific period may participate in a partisan primary or advisory referendum held by that party. Additionally, it establishes processes for voters to register or change their affiliation to a political party.
S.306 (Sens. Climer, Kimbrell, Leber and Grooms) — Allows taxpayers with children in qualifying private, parochial, or home schools for kindergarten through 12th grade to be eligible for a tax credit.
S.307 (Sen. Climer) — Adds a chapter to provide guidelines for a peer-to-peer car-sharing program, outlines insurance and liability procedures, and offers clear definitions.
S.317 (Sens. Goldfinch, Fernandez, Stubbs, Cash, Grooms, Gambrell, Davis, Leber and Johnson) — This bill provides a property tax exemption of 50% of the fair market value of watercraft.
S.318 (Sens. Goldfinch, Alexander, Johnson, Fernandez, Gambrell, Stubbs, Grooms, Climer, Leber, Cash, Kimbrell, Davis, Young, Peeler and Corbin) — Establishes the "Commission on Fiscal Restraint and Government Efficiency," outlining its membership, duties, and responsibilities. It prioritizes spending cuts and sets a deadline for reporting these cuts to the General Assembly and the Governor, while also providing guidelines for the Commission's reports and eventual dissolution.
S.323 (Sen. Cash) – Enacts the "Unborn Child Protection Act."
S.325 (Sens. Massey and Alexander) – Creates the Department of Consumer Affairs to replace the Commission on Consumer Affairs and makes it a cabinet agency. It creates the position of the administrator of the department who will be appointed by the Governor with Senate approval.
S.326 (Sen. Graham ) – Establishes the "South Carolina Emergency Fuel Supply Act" by adding a section that requires certain fuel stations to be pre-wired for a backup generator.
