House Bills - March 7, 2025
H. 4122 (Rep. Clyburn) — Establishes a study committee to examine and develop a plan of action for a high-speed rail system in the state and report its findings to the General Assembly.
H. 4123 (Rep. Cromer) — Creates the "Protection of Minors from Pornography and Obscenities Act," which amends the definitions of "harmful to minors" and "material" to include any obscene content. It defines "profane language" and limits the affirmative defense to age-appropriate sex education and human biology curriculum.
H. 4124 (Reps. Pope and Forrest) — Adds special license plates for Afghanistan War Veterans that reflect their campaign medals for military service.
H. 4129 (Reps. Brewer, Guffey, M.M. Smith, Hartnett, Teeple, B.L. Cox, Sessions, Mitchell, Stavrinakis, Pedalino, Brittain, Hayes, Guest, Luck and Atkinson) — Provides that a person who pays to play a skill-based game and receives a prize relative to their skill level is not considered to be gambling.
H. 4130 (Reps. Oremus, Long, Gagnon, Hartz, McCravy and Hiott) — Prohibits health care providers from classifying miscarriages as abortions in patient medical records.
H. 4134 (Reps. Robbins and B. Newton) — Authorizes the extension of the High Growth Small Business Job Creation Act for an additional 10 years and renames the act to "High Growth Small Business Job Creation Act of 2013 - Angel Investor Tax Credit Act."
H. 4135 (Rep. M.M. Smith) — Creates "Vision Care Plans" to define the terms and regulate vision care services.
H. 4136 (Reps. Govan, King, Bailey, Schuessler, Jones, Bustos, Cobb-Hunter, and Willis) — Creates a study committee to review reports since 2015 on the regulation, inspection, maintenance, and improvement of public and private dams.
H. 4137 (Reps. B.J. Cox, Caskey, T. Moore, B.L. Cox, Wooten and Bustos) — Establishes definitions for "Veterans' Trust Fund" and "Veteran's Organization" in relation to the Bingo Tax Act. It introduces a Class G license for veterans' organizations, allowing them to charge an entrance fee. It also requires applicants to be residents of the state for a specific period before applying for the license. Finally, the South Carolina Department of Revenue will retain certain fees related to bingo card charges.
H. 4138 (Rep. Long) — Provides that legal guardians of minor or dependent children who are blind or confined to a wheelchair are entitled to a property tax exemption on one personal motor vehicle.
H. 4140 (Rep. B. Newton) — Extends the early voting days and hours of operation for statewide primaries.
H. 4142 (Rep. Hart) — Increases the liability limits under the Tort Claims Act.
H. 4143 (Rep. Hart) — Increases the automobile insurance policy's bodily injury and property damage limits from $25,000 to $30,000.
H. 4145 (Reps. Bernstein, Bannister, Stavrinakis, W. Newton, Kirby and Teeple) — Creates the "South Carolina Pray Safe Act" establishes a grant program within the South Carolina Law Enforcement Division to fund security enhancements for organizations at risk of religiously motivated crimes.
H. 4146 (Reps. M.M. Smith, W. Newton, Davis, Guest, Wetmore, B. Newton and Herbkersman) — Allows local governing authorities to change development rights by ordinance under certain circumstances.
H. 4148 (Rep. Hart) — Proposes to change Article I of the state Constitution to establish that every individual has a fundamental right to state-provided and funded health care in South Carolina.
H. 4149 (Rep. Gatch) — Prohibits creditors and debt collectors from reporting consumer debt incurred for services provided at medical facilities in South Carolina and prevents consumer reporting agencies from including such debt in consumer reports.
H. 4159 (Reps. Pedalino and Haddon) — Allows the South Carolina Commission for Minority Affairs to designate certain land as Native American reservations. The designated land is exempt from state and local taxes
H. 4160 (Reps. W. Newton, G.M. Smith, Jordan, Caskey and Bannister) — Changes five at-large circuit court positions to resident positions in the third, seventh, ninth, eleventh, and twelfth circuits.
H. 4161 (Reps. Burns, Huff, Gilreath, Cromer, Duncan, White, Oremus, Lawson, Crawford, Guest, Willis, Frank, Terribile, Haddon and Sanders) — Declares that life begins at the moment of conception.
H. 4162 (Rep. Pace) — Amends the definition of "anything of value" or "thing of value” concerning public officers and employees for purposes of ethics and campaign finance laws.
H. 4164 (Reps. Weeks and B. Newton) — Provides a tax credit for taxpayers who invest in community development corporations or community financial institutions.
H. 4165 (Reps. Davis, M.M. Smith, B.L. Cox, Hartnett, Holman and Sessions) — Enacts the "Non-Opioid Treatments for Pain Management Act," defines essential terms, and requires the Department of Public Health to create an educational pamphlet regarding non-opioid alternatives for pain treatment. The bill also provides guidelines for practitioners who offer non-opioid treatments.
H. 4166 (Reps. Davis, M.M. Smith, B.L. Cox, Hartnett, Holman and Sessions) — Ensures all public middle and high school students in the state have access to levonorgestrel (Plan B), an emergency contraceptive, through the school nurse or a designated administrator. It will establish distribution requirements and provide immunity for those implementing its provisions.
H. 4167 (Rep. Pace) — Allows an income tax deduction for someone who pays medical expenses on behalf of another person for the treatment or care of dementia.
H. 4168 (Reps. Forrest, Hartz and Oremus) — Exempts property from connecting to municipal or county water or sewer systems if those systems lack the capacity to extend services to the property. Additionally, property owners within any municipality or county limits are allowed to install a well or septic tank if it is more economical than connecting to the municipal water or sewer system.
H. 4175 (Reps. Caskey, Wooten, Pope, Ligon and Bailey) — Excludes the wages of law enforcement officers from the calculation of South Carolina gross income and prohibits the withholding of state income taxes on those wages.
H. 4176 (Reps. Murphy, Brewer, Gatch, Stavrinakis, Wetmore, Rutherford, Herbkersman, W. Newton, Rose, Robbins and Bernstein) — Enacts the "I-95 Economic and Education Stimulus Act" to establish the South Carolina Gaming Commission that is authorized to issue casino licenses in specific counties.
