House Bills - February 7, 2025

H. 3907 (Reps. B.J. Cox, Bannister, Willis, Pedalino and Vaughan) — Enacts the “Honor our First Responders Act” to provide several benefits and tax deductions and exemptions for first responders and their surviving spouse and dependents.

H. 3908 (Reps. Bernstein, Davis and Cobb-Hunter) — Enacts the “Multifamily Dwelling Safety Act” to require the Department of Labor, Licensing and Regulation (LLR) to create regulations setting minimum safety standards for wooden railings on balconies in multifamily buildings. The bill also requires LLR to periodically conduct inspections of these balconies to ensure compliance with the code and provides remedies for violations.

H. 3910 (Reps. Davis, G.M. Smith and B.J. Cox) — Provides South Carolina with jurisdiction along with the United States over a military installation within the state in any matters relating to a violation of federal law by a juvenile within that military installation under certain circumstances.

H. 3911 (Reps. Davis and M.M. Smith) — Allows the proceeds from a capital projects sales tax to be used for workforce housing. 

H. 3913 (Rep. Wooten) — Creates the “SLED Executive Protection Unit” to secure and transport officially designated protected people and sets out the role and parameters of the Unit.

H. 3914 (Reps. Bernstein, Bailey, W. Newton, Hardee, McGinnis, Atkinson, Hayes and Schuessler) — Adds patronage capital accounts of an electric cooperative or a telephone cooperative to the definition of “Account” within the South Carolina Probate Code.

H. 3915 (Reps. Gilreath, Kilmartin, Edgerton, Huff, Cromer and Frank) — Enacts the “South Carolina Clean Air Act” to prohibit the intentional emission of any air contaminant whose purpose is to affect temperature, weather, or sunlight intensity. 

H. 3916 (Reps. Cromer and Gilreath) — Authorizes the over-the-counter sale of ivermectin and hydroxychloroquine tablets.

H. 3923 (Reps. Gilliard, Rivers, Williams, Luck and Anderson) — This Joint Resolution creates the “High Speed Pursuit Alternative Study Committee” to examine the feasibility of equipping highway patrol vehicles with launcher devices that propel GPS tracking gadgets that attach to suspects’ vehicles.

H. 3924 (Reps. Wooten and others) — Regulates the sale of hemp-derived consumables. 

H. 3925 (Reps. Bannister, Murphy, G.M. Smith, Caskey, Yow and B. Newton) — Requires the Comptroller General to yearly confirm the accuracy of cash and investments in the treasury for the previous fiscal year. The bill also requires the State Treasurer to maintain an accounting of cash and investments in the treasury by agency and fund, ensure accuracy of certain financial data, and inform the General Assembly of any substantive concerns. Finally, the bill prohibits the State Auditor from contracting with the same external auditing firm without prior review by the Joint Bond Review Committee.

H. 3926 (Reps. Hiott, B. Newton, G.M. Smith and others) — This Joint Resolution enacts the “Commission on Fiscal Restraint and Government Efficiency” and sets forth its membership and duties, including prioritizing spending cuts.

H. 3927 (Reps. Gilliam, Hiott, G.M. Smith and others) — Enacts the “Ending Illegal Discrimination and Restoring Merit-Based Opportunity Act” to prohibit every office, division, or other unit of the state, and all of its political subdivisions, including all institutions of higher learning and school districts, from promoting diversity, equity, and inclusion with certain exceptions.

H. 3928 (Reps. Herbkersman, Gatch and G.M. Smith) — Provides a procedure for the adjustment of rates and charges of a public utility providing retail electric services and for interested parties to challenge these adjustments.

H. 3929 (Reps. King and J.L. Johnson) — Allows the Department of Corrections to maintain canteens at all prisons under its jurisdiction and requires these operations to be audited biennially. 

H. 3930 (Reps. B.J. Cox, G.M. Smith and others) — Enacts the “Second Amendment Financial Privacy Act” to provide circumstances under which a government entity may not keep a record of privately owned firearms or their owners.

H. 3931 (Reps. Bailey, Sessions, Brewer and others) — Sets timelines for the DES to act on certain permit applications.

H. 3935 (Rep. Gatch) — Regulates the sale of hemp-derived consumables.
